The trick to ensuring all of the pasta cooks in a no-boil pasta casserole is to cover your baking dish with aluminum foil or a tight-fitting lid.
You must have enough liquid, but it's so important to cover the dish and trap all of the moisture in the baking dish. This ensures that the pasta on the top cooks at the same rate as the pasta at the bottom of the dish.
